Learn more about our annual fee for single-use plastic producers

We are issuing an annual fee to packaging producers registered in the Danish producer register for the first time. You can read more about what the fee covers, the calculation basis, and the composition of the invoice below.

What does the annual fee cover in 2025?

The annual fee covers the costs we incur in connection with producer responsibility for single-use plastics. These costs include a range of tasks, such as:

Register: We develop and operate the producer responsibility register, where all affected companies must register.

IT development: We maintain and further develop the digital solutions that support producer responsibility.

Guidance: We provide guidance to producers, collective schemes, and other stakeholders on applicable rules and the use of the producer responsibility register.

Scoping determinations: We make determinations on whether a company or product is subject to producer responsibility.

Implementation: We developed and implemented the register system for single-use plastics.

Key information about the fee

To comply with the requirements of the Executive Order on single-use plastics regarding charging fees based on reported quantities, the annual fee for 2025 will be collected in two installments:
  • The invoice you receive now covers the first half of 2025 (Q1 and Q2).
  • A new invoice for the second half of 2025 (Q3 and Q4) will be issued after 10 January 2026, once reporting for Q4 has been completed.

From 2026 onwards, fees will be issued once a year.

The issuance of fees is carried out in accordance with the following provision:

Executive Order on Clean-Up: Section 18 of Executive Order No. 882 of 24/06/2025 on extended producer responsibility for certain single-use plastic products.

The fee is calculated based on the quantities of single-use plastic you have reported as put on the market in Denmark. The larger your quantity, the greater your share of the total fee.

The actual calculation is made by taking your company’s share of the total quantity put on the market and multiplying it by the capital requirement for the single-use plastics area under Danish Producer Responsibility. This capital requirement covers the total costs of administering and developing producer responsibility.

In practice, this means your fee is calculated as your reported quantity multiplied by our fee rate.

The fee is independent of your turnover or packaging type. It is solely the quantity in kilograms that determines your share.

Certain single-use plastic products are not reported in kilograms. Wet wipes, balloons, and cigarette filters are reported by unit.

To ensure consistent calculations, products reported by unit are converted into kilograms using average weights from the Danish Environmental Protection Agency’s report on single-use plastics.

The following key figures are applied:

  • Balloons: 328 units per kg (3.07 g/unit)
  • Cigarette filters: 2,297 units per kg (0.44 g/unit)
  • Vådservietter: 264 stk. pr. kg (3,79 g/stk.)

Single-use plastics and packaging are two separate producer responsibility schemes, each with its own rules and fees.

Some products fall under both schemes. If you are registered for both single-use plastics and packaging, you will therefore receive two separate invoices.

This ensures that settlement is carried out correctly in accordance with applicable legislation.

Payment is made via the invoice you receive through your digital mailbox, or through your company’s contact email. Standard payment terms apply as stated on the invoice.

In case of non-payment, the following process applies:

  • After 30 days, a payment notice will be sent with a 14-day deadline.
  • If payment is still not received, a second payment notice will be issued.
  • If payment remains outstanding, the case will be transferred to the Danish Debt Collection Agency.

If you believe you are not subject to producer responsibility, you can request a determination from DPA.

If you are not covered, you must deregister from the Danish producer register as soon as possible.

Regardless of the outcome, you are required to pay the fee for the most recent reporting period.

If you have reported incorrect quantities, you can correct them in your next reporting. It is not possible to amend the invoice you have already received.
